As 2024 draws to a close, we would like to take this opportunity to thank each of you—growers, packers, certification bodies, auditors, and retailers—for your ongoing dedication and contributions to the HARPS program. Your collective efforts play a vital role in maintaining compliance to food safety, legal and trade legislation. We are grateful for your collaboration and support as we continue to strengthen the HARPS standard and processes. Together, we’ve made significant strides towards our shared goal of fostering excellence across the supply chain.
As we approach the festive season, we hope you find time to relax, recharge, and celebrate with loved ones. We look forward to continuing our work together in 2025 and wish you all a joyful, safe, and prosperous new year.

HARPS Version 2.0 Working Group
The HARPS Version 2.0 Changes Working Group was developed to decide upon minor changes to the Version 2.0 HARPS Standard, Scheme Rules and any associated technical documentation that supports the Standard and Scheme Rules. These changes may have been recommended by current (or potential suppliers) audited against the HARPS Standard, or other industry members such as retailers, certification bodies and their auditors and peak industry bodies.
The group, composed of three representatives from the retail sector and three members from H-Tag, convened for the first time in October. During this initial meeting, the group engaged in detailed discussions and assessments to address recommended updates and industry feedback. Their collaborative efforts resulted in a series of decisions that aim to enhance the clarity, practicality, and effectiveness of the HARPS Version 2.0 framework. The group is committed to ensuring the HARPS framework continues to evolve in alignment with industry needs. These updates are detailed in this newsletter, which serves as a key communication channel for HARPS-related information. Moving forward, the HARPS newsletter will continue to provide updates and insights regarding any future developments or changes to the HARPS Standard.
Updates and Clarification on HARPS Version 2.0 Elements
Element 5.12 Counting of Unused Packaging Material is now exempt.
A blanket exemption has been applied to HARPS Element 5.12. The requirement that “Label records shall include a count of unused packaging material being returned to storage location” no longer applies.
Auditors have been advised to mark this element as “not applicable.”
However, it is important to note that suppliers are still expected to have good demonstrative controls in place for all packaging, e.g. label checks, packaging checks, records in place, secure storage of packaging and line clearance. These requirements are captured within other elements of Section 5.

Clarity over Exemption for Element 14.10 Scale Calibration
An exemption was granted on 29 August 2024, specifically for bulk loose produce. This exemption allows the test mass used during scale calibrations to no longer be required to be “at or slightly above the maximum weight to be measured for a product.”
However, it is important to note that scale calibrations for bulk loose produce must still be conducted and must use certified test weights.
Clarity over HARPS Elements 3.3 and 3.4 in Relation to Preconditioned Produce.
Preconditioned produce refers to fruits or vegetables that have been subjected to specific treatments or conditions before reaching the market or consumer. These treatments are typically designed to enhance the produce’s quality, extend shelf life, or prepare it for immediate consumption.
If you are a supplier of produce that requires preconditioning prior to sale, HARPS V2.0 Guidance Material for Element 3.3 (Shelf-Life Validation at Last Touch Point) states that the responsibility of shelf-life validation “sits with the last touch point for the product before delivery to the Retail Customer.”
Furthermore, HARPS V2.0 Guidance Material for Element 3.4 (Retention Samples) indicates that “where product is going to be ripened separately from the place of packaging, retention samples need only be kept by the Ripener or final distributor after ripening has occurred.”
HARPS Element 13.3 (Treatment of Manure) Exemption Application
Currently businesses that purchase treated manure must buy this from a company where the process is certified to AS4454 – Composts, Soil Conditioners and Mulches (or an international equivalent)
HARPS are aware of many businesses that produce composts that are not currently certified to AS4454. We have been working over the last 12 months to provide a robust exemption process for HARPS Element 13.3 (Treatment of Manure).
We thank you for your patience and HARPS is excited to announce an Exemption process for Element 13.3 has now launched.
Compost producers who are seeking exemption to the requirement for process treatment to AS4454, are encouraged to read the following Question and Answer Document.
Compost producers can apply for an exemption through the HARPS administrator using the Application and Assessment Form for Exemption to HARPS Element 13.3 .

Since the release of the HARPS standard in 2016, the delivery, accuracy, and consistency of audits, as well as the cost of auditing, have been topics of significant discussion within the industry.
